Russia: Kemerovo Resident Fined Over Meme Featuring Rainbow Outfit

A court in Kemerovo has fined a local woman 1,000 rubles for posting a meme on a social network. The administrative penalty was triggered by an image of a man in a rainbow suit holding an umbrella, which the court interpreted as a display of LGBT symbols. This was reported by Parni PLUS .

The court hearing took place in May 2026. The meme consisted of two parts: one showed a man in a bright outfit under the caption “brands marketing to gays”, and the other featured horror movie characters with the caption “me and my gay friends”. According to the court’s ruling, the colors on the man’s clothing and umbrella were arranged in the same order as on the rainbow flag. The fine was issued under Article 20.3 of the Russian Code of Administrative Offenses (public display of extremist symbols), as the “international LGBT public movement” is classified as an extremist organization in Russia.

The case was initiated after an officer from the Ministry of Internal Affairs’ anti-extremism center spotted the post. A specialist from a local university was involved to confirm the presence of “extremist” colors. The defendant reportedly admitted her guilt in court.
